If i was an investor with a few billion to invest anywhere in the world, i would ask why we don't build Neom somewhere else? Eg so it's closer to places that ppl want to live, the air conditioning costs will be lower, and probably a country with less harsh laws (ie not Islamic laws). There is nothing about Saudia Arabia that makes it the only place that development can occur.
