I am from Bangladesh. India opens the dams during heavy monsoon and causes flood and closes them during summer causing drought. Bangladesh has its priorities protecting and providing for its people like India has. That is true for all countries. We as a country want a solution, through a tista agreement or through building a dam.if the later is more viable then then it is what it is. Obviously lives of our people will be more important for us.

我来自孟加拉国｡印度在季风量大的时候打开水坝,导致洪水泛滥,而在夏季关闭水坝,导致干旱｡孟加拉国和印度一样,都有保护和供养本国人民的优先事项｡所有国家都是如此｡作为一个国家,我们希望通过蒂斯塔协议或修建大坝来解决问题｡显然,人民的生命对我们来说更为重要｡

You are saying that India deliberately floods Bangladesh. Bangladesh's geography is that it will get flooded in the Monsoon season and being in plain terrain you can hardly do much about it.
