In the west you can't get things done because of red tape and health & safety but the real reason is profitability and how much of the pie can the fat cats can share among themselves which drags it out. One example is the HS2 in uk where the original price is £30b back in 2010 to £45b in 2019 and HS2 is not completed, probably will cost over £100b if HS2 is completed.
