About the rocket engines.If the drone has solid fueled rocket engines like the boosters used during the launch of a space shuttle, then it can't be switched off and restarted. But if they are liquid fueled like the engine on the space shuttle, they would have the capability to stop the engines.

Better question: what use is a supersonic spy drone with a flight time of only 20 minutes?In order for that to be useful you’d have to already know what you want to see and where it is, making the point of the aircraft redundant.
